Multiple citizens attended the Louisiana City Council meeting last week to request answers from the city’s elected officials. First to speak, was Ryan Jakab, who had lingering concerns about the outcome of a traffic stop that occurred last year.
“I want to know when the city is going to take accountability for the city clerk’s behavior?” asked Jakab. “She allowed an officer to delete a video that was recorded of me on Sept. 15, knowing that she needed to retain the record. My rights were violated, and my Harley Davidson was stolen from me. After the incident occurred, my mom was cut off while speaking on my behalf at a council meeting. You have to understand that we have rights, and this is our opportunity to utilize our First Amendment. I would settle for an apology, but no one has said anything to me. The city administrator slammed his hand on his desk recently when I was voicing my concerns with him, and he won’t even look at me here tonight. When are you guys going to take accountability here? It has to happen at some point, or does it have to go to litigation?” he added.
The next citizen to speak was Steve Henry, who wanted answers regarding a request for him to be barred from speaking at a previous council meeting.
“I am here to speak about council members trying to keep me from speaking during council meetings,” said Henry. “I would like to know what ordinance, whether it be city, county, or state, that gives you the right to bar someone from speaking? It seems that barring citizens’ constitutional rights is second nature to this council. I spoke with an attorney after this happened to me and was told that what you did was illegal. We have the mayor, council members and city attorneys here so please tell me why it was requested that I not speak?” he added.
Ward IV Councilman Rodney Dolbeare offered an explanation.
“Roberts Rules of Order would be the reason,” said Dolbeare. “I was fairly clear in my motion, which failed, as to why I did not want you to speak. The way that you have conducted yourself since that time has been fine,” he added.
Henry stated that he was singled out for laughing at what another citizen had said during a previous meeting. Henry also said that he was quoted by Dolbeare for things he said outside of City Hall and that his statements were used against him in the council chambers at a subsequent council meeting.
